Alacrity and Chill
When Alacrity becomes a boon, then we’ll talk about chill being brought down to 33%. As it stands they’re entirely different effects and in real way comparable.

Well, since Alacrity got nerf down to 33%, shouldn’t chill also get nerf down to 33%?
Not really only because Alacrity is used by one class where as every class has access to chill or at least almost every class. Plus we don’t want to nerf our necro overlords ANET

Why should it be a boon, that makes no sense. But agreed they are different skills.
Regardless necro have way to much access to chill. With the amount of conditions Necros can already apply… their chill needs to be toned down significantly.

I believe Alacrity reduces ur CD at 40% before nerf, and Chill increases ur CD by 40%. If you have both of them on at the same time, they cancel each other.

If it’s a boon then it can be flipped or removed, bringing it that much closer to chill.

I know it’s a blast, but even if it was 60s of chill, it can be removed with a single condi removal.
Chill has become way too common on certain classes like Revenant and Reaper.
It is a powerful condition, so the best way is to nerf the source rather than nerf the condition itself. On the other hand, I think cripple need a huge buff..
Chill needs to be bought down to match quickness, its opposite, I have no idea why Chill is still 66%.

Lets say you have a ability that has a 10 sec CD. You have old alacrity reducing it’s CD by 66%
10-(10*0.66) = 3.4sec CD
Now lets say someone applies chill to you, thus increasing said CD by 66%.
3.4 + ( 3.4*0.66) = 5.644 sec CD
66% alacrity is not offset by chill.

Alacrity will reduce your cooldowns by 40% if had for the duration of the cooldown and chill increases them by 66%. Alacrity makes your skills recharge 66% faster but chill makes them recharge 40% slower.
They were never opposites and even with both on you your skills will still be increased by 26%/make it recharge 21% slower. When using % the wording is VERY important.
