I predict that ANET intends to hand out Alacrity like candy to other classes ( engie most likely and warrior.) They have a history of doing this with our “unique” powers such as; Moa, Confusion and chaos armor.
In the case of thieves they gave stealth out to everyone and their sister because they couldn’t think of anything else to do.
In doing so, ANET will further devalue Alacrity, Mesmer and HoT.
I think that the devs just basically want Mesmer out of the game.
