Where is this feature in-game?

When it shows you your pip gain/loss, above it it says:

“You gained/lost one pip for the match!”
“You gained one additional Pip for Win Streak!”

Or whatever other various messages will appear.

Anet playing a dangerous political game by saying vague expressions that could mean a lot, but means so little at the end.
