Is there a reason for Runes of Antitoxin to be excluded from PvP? Runes of Melandru are allowed which are very similar but based on toughness/vitality. So why is the similar condition damage based rune not there?

Ask the devs. They wanted to bring in Runes of Perplexity instead of every other rune that could possibly not blow up the meta.
