Balance updates are too rare
“Top teams” don’t restrict themselves to what’s “honorable” or “skillful”, they use what’s best. It’s a simple concept called “playing to win,” and it’s why they are “top teams.”
So the fact no top team was using Turret Engineer (but were using other Engineer builds) shows that they are clearly not the most powerful build, and really, not even strong enough to consider using at higher skill levels.
However, I do agree wholeheartedly with your title. Balance updates are not nearly often enough.

It isn’t top tier at all because it’s easy to chain CC a turret engi to death. But it does not change the fact that it’s braindead and takes no skill.
Kinda like how Guardian “wasn’t” meta and Ranger isn’t meta but both of those classes still take absolutely no skill no matter how you build them. Get rid of Turrets? There’s still Medi Guard and Long Bow Ranger.

First, ArenaNet does not balance the game only on the level of top teams. ArenaNet considers balance across all levels of competition and gameplay.
Second, turrets aren’t used by top teams because top teams can play around it. The fact that a build requires a coordinated five man team to counter it just exemplifies the problem with the build.

They aren’t played by top tier players for a more specific reason.
They aren’t played by top tier players, because top tier players know, how to adjust their very own builds to fight against turrets…
Unlike the guys, who simply copy/pasted those builds.
If a top tier player with a celestial d/d ele sees a lot of engineers on the enemy team(because a single turreteer can be played around with smart rotations anyway) he will know what to do: Celestial builds are horrible against turrets, so he will swap in a frost bow to easily wreck turrets in a 2v1 settings and to unleash coordinated nukes on points bunkered by multiple players backed by turrets(we are talking about a multi turret scenario here).
If a guy with a copy/pasted meta build sees multiple engineers, he doesn’t see a build, he’s weak to, he doesn’t see a need to adjust. He sees a broken no skill build, which can cheese his meta build, and as a meta build the strongest build in existence, out of a deserved win.
It’s funny. The overreliance on metabattle.com has caused players to drive all the counters to turrets out of their games, because they are weak to the celestial meta. Now with the introduction of the Sentinel Amulet, turret engis suddenly become popular. Pros don’t see it as an issue, because they know, what to do. However, because the pros don’t react to a non-threat, the meta builds don’t change, which creates an illusion of a lack of counters to turret engis(where rangers, mesmers and condi engineers can easily solo turreteers, while necromancers provide solid kill conditions for a 2v1 situation…)
The mob has spoken and the turrets shall be burnt at the stake.
