IMO phantasm mesmer or spirit ranger.
Top 3 imo are ranger, mesmer, and engineer, in no particular order.

Any class can run a duel build o_O… and any class can decimate others without a duel build.
Mesmer Ranger Engineer and warriors probably the nastiest though…
what about necros? i think they are fair contenders.
Mesmer in my experience is top, on a condi or phant build.

excuse me, the minion master part made me smile, the top 1v1 necros aren’t running minion master for the most part, the thing is, you’re just forced to spec into some life force generation like soul marks or have life force generating skills slotted to even stand a chance on duelling servers if you’re condi necro, which is fair to me :p but really condi necro can be awesome 1v1 (if you get pass the hardcounters, yes i’m looking at you automated response ^^).

They’re good but I think they lack a fairly defining feature that the other three classes I mentioned previously have.
For Necros, you really have to commit to the the fight. You just don’t have the mobility or the escape utilities to “change your mind” and live to fight another day, like you can with a Ranger/Engineer/Mesmer, or even Thief, which I didn’t mention because reasons (I honestly don’t know, I just find them to be much frailer and needing to be played more opportunistically).
So while you can definitely duel with a necro, I’d argue that more mobile classes are better suited for the role. If anything, Necros function more like nukers than anything. They show up, output tons of pressure/damage, and can be a serious threat if they aren’t dealt with.
May as well just do this now, assuming meta builds:
Warrior: Tank
Guardian: Bunker
Engineer: Duelist
Ranger: Duelist/Support
Thief: Spike Support
Elementalist: Duelist
Mesmer: Duelist/Spike Support
Necromancer: Nuker

I can kill just about anyone with my phantasm mesmer. I must admit though that sometimes well played necro minion masters give me a headache since they can have absolutely insane regen and a huge pool of life.

AR is one of the stupidest passive traits for engi especially if they already run condi bunker spec. I always try to save cooldowns and condi burst at 30% health on the rare occasion that I duel on my (op) necro. :P

In my opinion, mesmers are generally the best at 1v1. Phantasms and condi mesmers are both extremely annoying at best.

Prismatic Understanding Condi mesmer is the best 1v1 in my mind by far. You just can’t deal with these guys going into stealth 24/7 and getting perma prot.
Luckily you don’t see them in tPvP much because they’re useless in teamfights and can’t hold a point, but in duel servs and wvw… kitten .

(Blood fiend is exchangeable for CC, but I prefer Blood fiend for heal through stuns. Also if you’re roaming a lot I’d suggest shadow fiend over the flesh wurm.)
But it does require a lot of skill to use versus top players (rolls right over nubs though). Versus high end players you have to watch more closely to the placement of your bone minions, the HP of your sacrifice minions to ensure you get the most use, and become REALLY good at chain cc/snares so that you can keep your minions up on people, but if you do it right, it’s very deadly 1v1.
They’re also incredibly potent in 2v2 when coupled with Spirit ranger (Petting Zoo comp) or with a Venom Share thief (VSMM comp). In fact Fallou T and I got banned for Petting Zoo being too powerful… :/
Lastly; I’d just like to say I’m not sure what all the fuss is about not being able to see because of clutter versus builds that spawns entities (AI builds if you will), because our first match up was Petting Zoo comp versus Petting zoo comp, 4 AI builds and I had absolutely no issues telling what was going on. I think it really comes down to practice with fighting these types of builds, and learning to not instantly feel overwhelmed, which is why many people lose to them. (Except thieves without a lot of evades, teleports or stealth, those just aren’t 1v1 builds to begin with but even in the hands of a good player they don’t often have much of a chance.)

that’s what i noticed too, necros are just OP when paired with a spirit ranger. but a spirit ranger with an ele is OP. i had a match with 4 eles in soloq and i was able to tank a node effectively which was unexpected. i also had a 3v4 duel at a private arena and we still won. our team consisted of an ele, a mesmer and me as a spirit ranger and the other team was 2 engineers, a guardian and a necro. it must be the regen from the nature spirit that made our team overpowering and not letting the other team touch our ele who helped us a lot to kill our enemies quickly.
