I’m currently trying to find a good server to transfer to. I really spend most of my time in sPVP and because paid tournies are coming —- I’m really looking to find a server where I can find some good people to team up with. The problem I keep running into is that there just isn’t enough people playing sPVP, and those who do either have no idea how to work together as a team (and don’t want to learn), or they are either super elitist and want an exact class with an exact build, period, for their party.

Any recommendations for a server with a diverse and healthy sPVP population?

I think you’re better off searching for groups outside of the game, there’s multiple websites for this specific function.

anvil rock is the server with most of the high tier teams and highest pop in the mists, ive also heard stormbluff is popular

As Peechez said, Anvil Rock seems to be the one with the highest population of really good SPvP players; however, I think as Aga stated, you shouldn’t really be worried about the server since you’re better off finding players in 3rd party communities or real life friends. I’ve found that HoTM isn’t really the best place to organize a good TPvP team (which is a shame, HOTM chat should be cross server but I digress).
