The Jewel has niche purposes, but no. The amulet is less than useful.
I don’t think that buffing celestial is really a good solution either. It would be better to rework the entire amulet system to allow for more customization and less forced specialization. The current state of the amulet system is partially responsible for the lack of build diversity, because the limited possibilities for allocation of stats push everything toward a small number of builds that synergize best with those allocations.

Won’t happen. Anet already sucks at balancing, with all the min-maxing going around they’d find it much harder to pinpoint what’s causing things to be too strong.
