Condi spam , it's time for balance
Maybe, another approach would be to separate Damage-conditions more from CC-conditions.
CC builds these days have usally access to both. In my opinions that’s not good, since if you focus on damage (and even if it is condi damage) you shouldn’t also have all those CC-conditions (and not to mention, the usally higher Def than Direct DMG builds).
More problems are, that a lot of condi skills, e.g. grenades, bombs and marks are Aoe skills. In general, I think the ways to dodge / avoid Condition Skills are very limited.
Just think about it:
Necro Scepter AA doesn’t even have a projectile or sth. If it hits you, you might not even realize, who is that.
Necro Staff 2-5 are even worse. They are aoe. You can use them to make “traps”. It is very hard to differ between the marks on the ground and even harder to do this when the necro casts them. Negating them is almost impossible. Even if the necro doesn’t even manage to cast his mark on you, it will cover a part of the ground in which you better shouldn’t step.
Engi Bombs and grenades can be perfectly used while kiting, because you can shoot nades even at enemies on your back, which means you don’t have to backpedal. Their fields are also able to cover a big part of the capture point.

In my opinion this situation is very similar to the season 1 in TBC (world of warcraft) when resillence only reduced direct damage but not over time damage. Maybe we should hope in something similar to the blizzard’s solution to have a more balanced meta.
