Yeah that dude’s been doing this for a while. Honestly not surprised he’s not banned, as reports seem to mean nothing
It would be cool if ANet could come up with a fair way to measure participation in a match. If the game didn’t feel as if you participated then you get no pips and always lose rating. But I doubt it would be easy, or even feasible, to implement such a thing. And even if it was implemented they would need a way to make sure that someone didn’t just go out and cap home and stay there for the rest of the match to “participate”
And this here is the reason it is a bad idea to reward pips for losing.
Sad thing is, you can have your post deleted if someone even feels slightly offended by it, even receive infractions, but stuff like this goes on in game unpunished.

No. There is no problem with rewarding pips for losing. The entire point of separating pips and divisions was so that your rewards weren’t tied to winning games. The only problem is that currently ANet has no way of not awarding pips to players who didn’t do anything at all
