Since ShoutBow dead as settler/cele gone, there is none of warrior support build.
Since banner can be combined with shout, however, healing amount is still bad since shout healing nerf. Even with banner + shout heal, it is still worse than druid heal.
Therefore, to make support warrior somehow variable, people in warrior forum suggested like following banner trait for warrior, that is,
" Banner finishes downed enemy when summoned directly on enemy’s body" or “banner’s 5th skill (plant standard) while holding banner finishes downed enemy”.

Personally, i think warrior itself now is trash (except berserker), but, if warrior would have such unique trait, then i guess people anyway use warrior even tho warrior is very bad at everything other than that finishing job.
its not OP since banners were gutted since they remove the banner trait that everyone was using.
and they did not even bother to explain why they removed it.

Anet nerfs anything they dont want to be decent for PvP.
D/D ele super OP so anet nerfs conjure weapons…….. ok
Warriors do alot of dps and bad players suck at actually thinking so they demand rampage nerf, so anet nerfs rampage so now warrior dps build is not very good. Next step to destroying warrior is shout heals. Mission complete warrior nerfed to the ground so revanent can take its place.
I mean we could go threw every class but its like Anet is like selling trips to detroit and you dont want it but its still given to you and you have to go but you dont know why.

Well if you’re referring to the icebow and fgs nerf, those were for pve.
As for banners stomping players, don’t think that is a great idea. You would be eliminating the whole teamwork aspect of ressing your allies. Not to mention, this wouldn’t make warriors perform any better, so it would be pretty meaningless.
