Downed state
Why? Because down states are not balanced. It goes like this
The main issue is simply that some classes have a #2 skill that may interrupt a single stomp (if no stability is used), some classes have a #2 that may interrupt an entire group from stomping and then there are classes that have a #2 that will interrupt an entire group from stomping no matter what they do.
You can’t balance on the #3, because the classes that can’t reliably interrupt multiple stomps with #2 will rarely get to use it.
And that’s just the main glaring issue. There’s other issues like some classes doing insane damage in down states, my engineer #1 completely pales in comparison to many others
Edit: just realized you meant when it comes to stomping someone how they can go stealth and stomp. WEll in the case you presented that is simply because DS is not stealth, it’s DS. I know it is kind of lame how others can’t just go invis like them on demand, we have to use a combo of some sort normally (but what isn’t out of whack when comparing thieves with other classes?).
On a side note, I’m not too familiar with necros. Although I am fairly certain that going into DS gives you a few seconds of stability. And from what I know if your nice enou and time it well enough you can do something called a death shroud stomp. I think your not allowed to go into DS mid stomp, but unless it was fixed there was a way to go into DS to do the stomp after its initiated. Or you could go into DS for th e stability then back out for the stomp.
I’d say the above is fairly strong even if you can’t do a DS stomp. You can use DS for the stability and that’s something I rarely see necros doing

You rarely see it, because it’s a grandmaster trait in the last trait line (foot in the grave, 3 seconds of stability on entering DS), which boosts life force pool and crit damage, so only a power necro could justify putting 30 in that line in the first place, and a shroud stomp doesn’t have enough stability to secure the stomp, as a smart player can time their interrupt for when the stability wears off, but it does help a lot.
Necros can plague stomp, see this happen quite a bit in paid tournaments, some might think it wastes an elite, but people time warp all the time to get stomps so why not plague to achieve something similar? Also it slows rezzing by adding poison to the downed person, pretty neat trick for necros, only downside is the high cooldown.

On my ipad now but it’s just like I said earlier. If you timing is right you can shroudstomp someone everytime. I’m on my ipad now but soon as I get on my pc ill post the YouTube videos
OP if you want to know the necro version of stealth stomp then search GW2 shroudstomp in YouTube and you will see the light. I may post the links first, though.
