I used my hero points while in HoTM,

I did not get the Collection unlocked.

It’s a bug. You need to leave HoTM then unlock 1 more trait, you will get the weapon to unlock collection.

There’s now an NPC named “Vigil Tactician[Specialization Achievement Repair]” that you can go to in Heart of the Mist.
