Fear needs to be a control-effect again
You do realize Fear has always been a condition since its original announcement, right?
fear is unique, as it is both a control effect AND condition, means it can be negated completely by either stability or resistance / condition immunity (berserker stance, diamond skin, etc) so yeah its kinda powerful yet weak lol.

It’s not unique. Bec we have taunt.

Also, fear is a lot less common in the current metagame since most reaper’s don’t use the source of fear they have in reaper shroud. They prefer to hold onto the stability and autoattack to get those mad burnz.

actually its useful to use the fear before the pulsing stability runs out.

I mean it can be, but since it has a cast time, and its not 1200 range, you’ll see a lot less fear than before.

It’s an aoe as well, with chill it’s well worth getting it off before stab runs out or you get forced out.

Okay, then I somehow must’ve remembered it wrong. The point still stands though, why can this control effect be negated by so many things to make it basically useless?
The things that fear often have pretty long CD’s and are supposed to be strong CC’s, but with fear being a condition, they are just bad.
And Reaper still uses the fear, as sm1 has already posted: It doesn’t make the CD any longer if you use the fear before the pulsating stability runs out.
Here are some things affected by fear being a condition:
- Ranger Wolf (F2)
- Necro (Staff 5, Shroud 3, downed 2, Reapers Protection and converting stability)
- Warrior (“Fear me”)
Nothing that would be overbuffed or anything.
Also, fear dealing DMG and other things coupled with fear probably wouldn’t be a problem either. If they turn out to be, they could be looked at seperately.
I also think that the skills are fairly dependant on good timing and using it well is rewarded, which I think is sth. a game like GW2 should strive towards, not tons of passives and random triggers.
Another point is that it would help against things many ppl regard OP or very annoying to deal with, like diamond skin, without completely turning the meta upside down.

Thief bundle stolen from Necro. x2 with Improvisation. Fear not a condition. It’d be a good laugh then.

Yup this is what I use it for.

well, thiefs are one of the weakest classes in PvP atm, so I really don’t think this would be a problem at all.
I agree with this premise: fear should be a unique condition and should still CC people when they are immune to conditions. At the very least, resistance shouldn’t negate the effects of fear, just the additional damage that the terror trait causes.
Something needs to be done about diamond skin… It is killing build diversity, and this would be a good start.
Just remove fear and taunt, problem solved.

Changing taunt and fear to be a control effect would be cool, just remove taunt change the condi for fear into terror for necro and change the necro trait to apply terror when you fear an opponent.

Pretty much this. i like it though because it forces you into a decision depending on whether you really need to burst/cc or not. I think fear base durations and/or terror damage could use a slight buff
Yeah, I mean in an ideal world it would be great to get that chill off, but most players will end up sticking with the stabilty, especially when focused.
