Free tourney.
then you want
2premades+3 pug tourney
2premade+2premade+1pug tourney
2pre+3pre tourney
..because o.w there is no fun in playing…nuff said..
tl;dr: form a team and enjoy free tourney or enjoy pvp no careing about score.
It doesn’t have to be that complicated. It could simply be: solo or duo → one queue; 3 or more → another queue. It would already improve by a lot.

I have a team, but they kinda casual and I also play at hours that no1 is online.
Also paid is for premades, the problem is, many premades arent going in it(for w/e reason). So they come back in free and then were stuck with that whole problem of pugs vs premades once again(which is not fun for either side, except for scrub premades that want easy wins).
Solution is easy and simple, for free tourney, just add a Solo Queue, kinda like LoL did for ranked games. That way pugs can play vs pugs and premades can play vs premades.
BOOM, everyone is happy!! And everyone can enjoy the tourney format.
i regularly win free tourneys with pugs.
Paid tournaments were not specifically implemented to fix this “problem”. I think it was a general assumption among the gw2 community that, after the fact, free tournaments would be more or less a pug oriented. Thus, there really is no reason to get upset about the current play in free tournaments, i.e., you were not promised this or mislead by Anet.
I understand some people prefer to solo queue free tournaments (I do myself). But if you find yourself becoming frustrated, it really is not as difficult as you would think to find 4 other players and hop on Skype.
Hot join isn’t really functioning well as a way to have a competitive, but still somewhat casual, PvP experience—so many players look to free tournaments to fill that pug need. Unfortunately, that’s a job free tournies weren’t really designed to do.
By the way, if 3+ in a party all go into the same queue…by definition, there won’t be any single- or duo- queue people to finish the group. The only options are anything goes (current)—or—5-man or nothing.
