I seldom play SPvP but I still have ~5 tickets from daily. But when I talk to ticket merchant, I can only choose “No, thanks”

Is there a minimum glory rank requirement to use the merchant?

make sure you take the tickets out of your locker and put them in your character’s inventory first.

I’m having the same issue as OP, and I definitely have the tickets (three) in my inventory. Are tickets gotten through sPvP dailies not eligible? I’ve tried three of the four characters I SPvP with (can’t try the fourth as I rerolled her a little while back) and none of them get any option besides “No thanks”.
