just be patient.. 13 levels is nothing..
Rewards in GW2 are like that. It’s a lesson ANet learned in GW1. Allowing high rewards to enter the system made balancing things very problematic, so they’re very gun shy about giving people anything. Hence getting a single common Pistol from a reward chest in PvE, and similar. Yes, it’s very irritating and leaves you feeling like you wasted your time, but it’s not like you can spend your glory on anything productive.

I don’t get how “very irritating and leaves you feeling like you wasted your time” is ok. And I don’t mean 13 levels, I ment 13 ranks in pvp.
I think you guys don’t get how low 30 straight gold salvages is and 0 arcane slivers is. The sliver salvage rate would have to be a 3% chance on GOLD chested items. for someone to average 1 sliver in 30 chests. Even if the chance on GOLD salvage was 5% for slivers, I would be in the bottom 20% of the population who had the chance of getting 0 slivers in 30 chests still. Keep in mind these are the people specifically sacking current gearing for the sake of better salvage chance by buying gold chests.
A reward of such low chances breeds very high variance. Both randomness and low chances are very bad for a primary reward mechanic in a game.

30 chests are nothing… and slivers being rare is a good thing… everyone running with full gear from slivers would be just lame
