This shout will not have any effect on Fear with the trait Pure of Voice. My guess is because fear acts as both a condition and a control effect.

Fear gets removed through this trait. But if you have other conditions up it’s one of the last in the chain. From my experience bleeding is the first condition in the chain, means it gets first removed.
