How to get the halloween skinned pvp weapons.

I was looking in my pvp locker and i suddenly saw the halloween staff, The Crossing PvP.
So i was wondering.. How do you get these pvp halloween versions. Is it dependant on rank, a certain chance in every chest or a secret recipe in the pvp mystic forge?

I had 24 first place tournament chests in my inventory when the patch went live, opening them all gave I think 3 halloween weapons.

Anyone know if this is just from tourney chests or if its a chance on all chests?
