This is hardly a proposal, but just an idea I had I thought I’d share and perhaps trigger a discussion about the state of confusion 
What if confusion had a much shorter duration (eg. 2 sec) but had it’s power scaled upwards?
Now you’re probably choking at the mention of buffing conditions, however- consider:
1) It would punish mindless spamming much more heavily.
2) A compressed intensity boosts the risk/reward factor.
-‘I only need to sacrifice/minimize skill use for a couple of seconds for confusion to be actively avoided.’
-‘Should I still try to finish off my enemy before he can disengage?’
Another few pros:
-Less reliance on condi clear to remove it/saving clears for other condis
-Passive condi clear is less effective against it since it is shorter (encouraging active play)
A couple of cons:
-Might be overbearing to recognize when under many conditions
-Getting caught in the middle of a heavy-skill use paradigm.
A similar argument can be thought for torment, however I think it suits confusion better.
