Is Anet trying to switch the meta in PvP?
Well, there is not really any evidence of them trying to shift the meta. And mentioning this, it will hardly change anything, it won’t even touch the meta.
This brings up another point. Should Anet change the meta by removing or modifying an amulet every season? Or perhaps buff three different amulets every season to keep things interesting. Just a thought.

I don’t think so. It’s just that braindead players keep playing them. And from the builds you mentioned, only Turret Engineer is still popular, and it’s not viable outside of low tiers.

You think so? I think it’s more difficult that you seem to think. For example, rifle engineers were rare before fall 2014, and then became meta, without receiving any buff. They are strong now because the way we played the game changed, but I doubt anyone at Anet could have predicted this. So I think that’s a very sloppy way of balancing.
A good way to balance is to tune the meta builds a little, but also to buff utilities, traits and weapons that no one uses, to add some diversity. Some good steps in that direction were made recently: Slick Shoes (it’s not better than Elixir S, get over it), ranger’s torch, engineer’s shield, thief’s Panic Strike: all of these are now viable in pvp, but let other builds exist for the profession. That’s the way to follow imo.
