They could be throwing the match. There are a few people who fight but then fail to stomp or cleave the downed.
However…
There is an advantage to not stomping immediately in a 1v1:
If you hold the point – you can effectively prevent them from healing up/and taking longer to respawn buying your team an advantage. This has a risk that they might get res’d by the enemy if they are close. Be prepared to stomp finish them off quickly as needed.
However in a group fight: NvN
There are very few excuses to stomp one or two until your team has the advantage.
It just depends how strong your team is against them as you may need to stomp to allow point capture.
The decision on when to stomp/finish a player is situational it’s not always he’s down I better stomp it now. This comes into the scenario of advanced fighting techniques.

Unfortunately few people know when and when not to stomp. There’s a belief among some players that you should never stomp. Somewhere along the line, they took a special scenario to be the rule. So many times I’ve seen 2 or more enemies down only to rally because the other team made the simple decision to stomp.

Scrapper, I mean normally it’s not a problem for me to try and get a stomp because Toss Elixir B (top kek), I was just wondering as to why I rarely see anyone else on my team try to.
as a scrapper you can easily use function gyro with built in stability to stomp.
Is trying to stomp a player literally the most annoying thing ever, especially since no one else on my team seems to try/care…
It’s because we’re waiting for them to commit an interrupt like guardian’s blowback skill or ranger’s lightning and also because stomps have a large cast time and you can be knocked down or dazed while trying. Cleaving just seems more reliable but if I can stomp I will.
