It might be the following: The maximum percentile achievable before entering the top 1000 isn’t fixed theoretically, but rather is determined by the number of players registered in the leaderboards, so the big jump you described can be cause by that the top 1000 are equivalent to the >80% percentile for example.
So you probably only need to push a bit further
What you may be seeing is their Decay being erased when they finally play.
Most of the top 100 do not really play all that often once they get their “rank”, since the main direction they go when they actually play is DOWN in rating.
Look at the former #1 guy, who started playing again in the past few days and dropped nearly 100 places on the leaderboard.
The other factor is the portion of your MMR called the deviance coefficient. This is a factor that affects how much your MMR is allowed to change with a win or a loss. If you play a lot, this factor keeps your MMR more steady, since it is more “confident” that your MMR is an accurate rating of your true skill.
At least that is how I understand it.

Last I checked, the current boundary between the top 1000 and a percent is around 70%. You are right next to the border. Push it a little higher and you should pop into the 1000.
Well I had a “less” successful day yesterday so I went down a bit. But today it went more fluently and managed to gather a few wins. Still giving me the ~1% per win at 70%+.
The whole idea that there’s a current jump from 70% to top 1000, sounds very inconsistent and based on some of the ranks of my friends / people I’m following, I find it to be very unlikely.
Some of the players I’ve been following, have not taken a break since the reset and are actively playing since then. I’ve seen them move huge spots from a few wins, well certainly much more than 1% per win at least and some of them have played a lot more matches than I have since the reset.
So after roughly ~120 wins, I’m now back at the top 1000. It has been a terrible experience that I’ve had to put this much effort just because my luck was down the drain with the few first matches and decided to stick me down at the very bottom. While on the other hand, if you get lucky with the first few matches, it’ll put you right at the top.
Hopefully once ladders come out, the system will be much more polished and be a more fun experience to play than this.
