As title goes! when i am playing in this clip at 07:15 I use my elite skill and it goes off BUT i get cc:ed just after in the delay before Runes of Lyssa procc and the procc does not go off even though the skill has gone thru! Is this intended?

I hope its intended. This is how i am beating most wqrrqirs these days.
