In short, just made a new char, went to the Mists, no headslot and no shoulders.. Where are they and where do I get my upgrades for set items in PvP now?

The only armour pieces that grant armour values inside Heart of the Mist are: Chest, Pants and Shoes. All the previous “pvp gears” are now skins deposited into your wardrobe. Gear stats from armour doesn’t take effect in the PvP zone. Stats is determined by amulets selected in the PvP build panel.

A lot was changed with the introduction of wardrobes.

Your old skins should be in the wardorbe. Simply buy a white shoulder and head piece from a vendor in the mists and transmorph them from your wardrobe. You should alteast have as much transmorph stones as pvp ranglevels, so they should be enough (well unless ofc you are low level rang but then you shouldnt have any good skins at all).

For your actual build there should be in the top middle of your ui a buttom, where you can change your setup (runes,sigils, amulets etc.).

Note: shoulder pieces and headgear do not influence your stats in pvp, but if you want to have them anyway to customize your character, you can buy them for under 200 karma in any WvW map spawn.
