How am I supposed to get the League Champion and League Elite achievements now that I have been placed in sapphire from the get-go.

I guess League Champion is possible if I reach legend, but do I then have to wait until next season before I can get League Elite, and if so, won’t I just get placed in Sapphire or Ruby making it impossible again?

you play 1 match and get all the rewards / ach progress you missed out on… it’s already been discussed.
