i think you can solve this problem this way: if you lose with a leaver, loss is not counts for your team and you are not dropping down in leaderboards.

Or like other ppl have asked , a system that tries to find an other person . And that person get a message like << would u like to join a game that have already have started ? You get no leaderboard loss if u join>> .
Ppl cant leave the match and rejoin as <<freelancers>> , because theres the current afk system :P
Edit : Yeah theres punishment
Edit: But there still the issue that ppl can Alt-f4 if the <<normal que>> shows up . Maybe they cant join a new game again for 10 min , but normaly can rejoin an existing 1 ? But still theres the problem with dc
