Less-Drama, More-PVP
Sounds like you want to turn sPvP into a watered down WvW.
I vote no.
There’s no reason to redesign an entire game mode in an effort to eliminate rude players (it wouldn’t work). Especially since there are features within the game just for that.

1. Last time I was online (aka couple months ago), ~70%+ of best PvP players in EU were on Desolation. You’re basically suggesting forcing all of them to transfer off randomly to even hope for a decent match-up.
2. Mists are using megaserver anyway.
3. Drama is a part of every game with PvP (and many without too), you need to either learn to deal with it or find the ignore button.

A lot of not so real reality TV manufacture some form of drama to make it more interesting to viewers.
I love being a spectator to drama but not participate in it. IRL, women cause most of the drama but in-game, it’s interesting when men start and be part of it.

The only way to remove drama in GW2 is to ban everybody in the game.
To partialy remove drama, ban a random portion of players.
Or make some irritating features, like random chat mutes, so they leave on their own.
However, the idea of putting players from same server together, or at least prioritizing them, is an interesting idea. By playing with familiar people, you create social bonds with them (unless you are antisocial), and that’s what about MMOs are. I am not sure, but it might be already implemented.
