Let me start of by saying I have played mesmer since beginning and ohh mesmer has had weird history from confusion nerf to insane buffs to nerfs and buffs again but at current meta
Your history is off. Here, let me fix it for you.

Note: Bug fixes (OH GOD the bug fixes) and QoL updates are not buffs XD. In fact many of the “bug fixes” were themselves nerfs XD
On last years 7th June if I’m not mistaken we were buffed but who can really deep track ….
But yea currently I think the main reason for mesmer being so strong is maim the disillusioned (in collaboration with crono ) and I gave reasonable solution to it without making it useless when you can set it up as burst its Easter for enemy to teal with but also can be more deadly
Ps : I don’t argue that there has been meny nerfs I still moarn my extra bounce on mirror blade

I do understand where you’re coming from. You trait for condis on shatters and you get condis on all shatters. A power build by comparison is hamstrung for its shatter DPS because it only has mind wrack. Not that F1 doesnt have enough power behind it, but you get that one shot and that’s it. The thing is, since the conception of the game Mesmers have been complaining about how useless F2 is (particularly in power builds, but even in condi builds in the past). “Lackluster” was about the best evaluation it had gotten.
So altering how the distribution of a condi effect plays on shatters might create more problems than its worth. But W/E. Mesmer will never, ever, make players or opponents of it simultaneously happy D:
