I think tournament experience matters more than rank. Rank is all but irrelevent. I have had level 45 guys on my team who are just beyond terrible and yet have had very strong level 10 guys just on the basis of former play exp in other games and whether they play hotjoins or tournies.

True, you have to try ppl out to find out if they are good.
But, on average people who are 40+ are compentent.
People who are under 20 tend to need to learn more.
