It’s in my PvP locker but I cannot find out how to make it. Does anybody know how to make it?

Someone asked exactly the same thing last week. I believe it’s like many previous new PvP rewards. A few weeks before they go live on the Gem Store/Trading Posts, they are shown in the Locker just to give you a hint that something new is coming
