You right blind work, but evade and dodge dont work.
Blind = mesmer don’t hit enemy -> phantom is not summoned – Works
Invulnerability(like a mist form) = mesmer don’t hit enemy -> phantom is not summoned -Works
This two defensive “abilities” has same effect like a blind and invulnerability, Why does not the same?
Evade skills = mesmer don’t hit enemy but phantom is summoned
Dodge roll = mesmer don’t hit enemy but phantom is summoned

Nope not a bug been working same way since launch. Mesmer summoning isn’t like a regular attack it simply needs a destructible object to activate. At the same time you can blind, invulnerable, interrupt, and move out of there range.
Phantasms attack in intervals making there attacks very predictable and easy to dodge. I suggest you get better instead of asking for others profs to be nerfed.
Dodging 1 second later should help.
