The talent Decimate Defense in reaper tree does not increase your crit when you hit a vuln foe like it says. Ive tested on target dummy and svanir in mists, it does nothing.

It works perfectly. I don’t know why people keep thinking that it should show up in the hero panel when it is entirely based upon what your enemy has on them at the moment you hit them.

So does not give me a buff? My target a debuff? How can I monitor its uptime and its stacks?
