Absorption, what is it? It allows you to absorb all damage based on your toughness value. However it effects conditions far more then physical, it can only absorb 10% of a hit from physical damage. Its sole purpose is to punish condition damage mostly.
What classes would get this? Perhaps all of them.
Example Skill:
Sigil of Absorption
33% Chance to absorb (0.5 * toughness) damage on critical hit, this can only absorb 10% of a physical hit. Lasts 5 seconds. (2 second GCD.)
Kenetic Shield (15 second cool-down.)
Absorbs (2.5 * toughness) damage, this can only absorb 10% of a physical hit. Lasts 15 seconds.
Rune of Absorption
(1) +25 toughness
(2)
(3) +50 toughness
(4)
(5) +90 toughness
(6) At 50% health absorbs (4 * toughness) damage, this can only absorb 10% of a physical hit. Lasts 30 seconds. (cooldown: 30s)

Only guardians should get this skill. They need something unique to make them stronger
Instead of making hard condition counters and turning condition builds completely useless why not make it team based which actually promotes good team play?

Adding skills/traits makes buffs/nerfs even more unbalanced. Try at the game play mechanics.
^thats silly we need more traits. Anet has already announce this in their PVP announcement. WE will be getting new traits for pvp soon. And we need more good ideas like this. Give it to Guardians and call it a day.
Anet knows whats best more skill for pvp=more diversity + fun
Not a bad idea, seems the OP put quite a bit of effort in it so +1 for that. Personally I would have preferred if Anet adds an attribute bonus to the trait lines (i.e Increases Toughness by 300, Reduces condition damage by 30% etc.) but I guess there are countless ways they can implement a solution to condition damage.
Whatever anet decides, hope they do it soon, this condition meta is the black plague of pvp. Its quite out of control and takes away more from the game then it gives as a whole.
