Hey, Like the title says i’m new to the game and am deciding between the Elementalist , and the Mesmer. In terms of pvp, how are they in balance? What is the most useful? Do things stay balanced for awhile, or do professions easily fall to the bottom after a patch?

Despite the legitimate concerns/issues PvP has right now, very few professions/builds have actually fallen to the bottom after a patch. Mesmer and Ele are both strong in PvP right now. Neither has a very wide variety of good builds, but the builds they do have are very strong. Right now, mesmers are considered mandatory for competitive teams.

Engineers are the most OP and easiest class to dominate in pvp with. I suggest trying them out

Ele is only really good with a bunker specc. However, if you like being in the middle, being able to tank ~2 people for a long period of time, elementalist is for you! If you master the class, it will be the strongest duel class in the game.

If want to kill people fast, go for mesmer. Mesmer can also have a bunker specc but isn’t as strong (and not nearly as fun) to play as elementalist’s bunker specc.
