This is one reason why many guardian don’t like the scepter. If you’re playing against any half decent player the orbs won’t hit them.
This is also the reason Ranger and Warrior projectiles had their speed buffed this patch – you could just strafe at a distance to make all of their attacks miss until they moved in close, at which point you’ve neutralized the advantage of fighting at range. Due to the low speed and potential for enemies to evade the projectiles in the way you described, the Scepter is not an effective weapon outside of 600 range.
Yea, I believe its intended, you could also strafe arrows in gw1. This is why many big attacks take so long to hit, to give you time to hit or simply move out of the way.
