Out of combat healing?
This game has no healer, so NO. It will only benefit classes with more regen.
The cost of which will not add any of the benefits you seem to think it will have. All the listed benefits are already a part of the fight. You should already be thinking on when to use your healing skill. all you will end with is a slower match because people will wait until either their healing skill is back or people will just go into bunker.
So terrible idea, that adds nothing to the game.
This is an mmo forum, if someone isn’t whining chances are the game is dead.

Remove it completely would be bad but it could get a nerf on how much hp it heals per second. Maybe 5-10% per second.
Disengaging is part of combat. It’s called “strategic retreat”.
Anything that is “strategic” is good, as opposed to the rampant mindless skill-less spammity spam that is way too abundant these days.
If they run away they may come back at full health. Which is a reason to leave the point. Will you leave and let them come back fully healed, or will you chase and finish them off, risking losing the point?
That kind of decision is always something better to have than “should I spam button 2, or button 3?”.

This would still screw necromancers so hard….. would have to seriously buff their sustain if this happened… which would of course cause dps nerfs which would then push power necros further down the totem pole.
I know necromancers aren’t the only class to balance around blah blah blah but I feel the need to champion them occasionally and this would be kittening horrible for them especially once the already buggy flesh worm is nerfed into oblivion.

To be honest, I often find that out of combat healing doesn’t get much chance to kick in in PvP anyway. I normally can cross half the map or more without getting to heal up automatically. So, why would you want to remove it? It’s a hardly a real issue in PvP anyway. And if someone actually tries to “abuse” it by healing up ooc, it just means they ran away to some place far away from the point you are trying to take/defend.

I think that the reward for running away is already the fact that you ran away and is not taking dmg anymore. Why give hp reset so easily? This is one of the things that affects pve, wvw and spvp. Makes pve easier, incentivize people running away when they are losing in wvw and spvp.

That is not proving much. If the healing was completely removed the situation would still be the same both sides would get the same effect. By that logic every situation is ok because both sides have the same effect.
