Nope. I think the lowest W/L ratio that will allow you to climb is 43%, but you need most of you wins back to back to get the bonus pip and your loses need to be 3 in a row to get the comeback pip bonus. Even with a 50% W/L you can get stuck if you’re going W-L-W-L. It’s all about how you streak.
You have to be able to carry to get into diamond. No way around it. Half the people in ruby can’t rotate.

Probably ruby is the highest you can get. At diamond, it’s pretty normal to face esl players at least at the current moment unless you play at non prime time
From what youve said,
the bad side is you have a minimal ammount of unranked games and youre having trouble against current low division players. This tell us youre probably not very effective, be it either bad build, bad class or bad rotations.
The good side is, you can improve effectivness a lot very simply, with taking a defined build and stick to its defined role (suport ele needs to always support teamfight, even if hes against a total baddie. nope. his job is to win 3v3s let other 1v1 guy win 1v1s for example). Metabattle.com, streams or rewatching and analyzing a proleague game from twitch are youre friends, like above example – you just study it till you see your role you dont need to waste too much time into it
The last part is if you stay at same level. All other emeralds will rise untill only bad ones are left and then you can rise, etc. So if you start hiting a 50/50 wall you can wait. Usually you notice the quality drop every week, so give it that much time before next attempt.

OnT: I’ve noticed that the Batman approach is good to get out of the lower divisions “Be the player that you team needs”. IMO you kinda have to carry the team in lower divs in order to secure a winrate of ~75% (which you kind of need to get up the divisions w/o too much of a hassle).

Question for the PvP community. I have about a 30-40% win rate in Ranked. I just got to Emerald. (Side note I have played un-ranked for years and have about 2000k matches with a 50-60% win rate and I am unlikely to magically get better at PvP at this point.) My question is, is there ANY path to Diamond or even Legendary with that win rate since you can lose pips and tiers or am I just wasting my time, assuming I am not likely to suddenly improve?
Ha, ha. Don’t listen to all the baddies giving you monkey feces for advice. The single, most significant thing you can do is queue with friends as a semi or full premade. That’s the easiest way to climb.
With 2000 unranked matches you should have an understanding of your class mechanics and the game basics, though you are a little inexperienced. Many of the people you encounter in the higher leagues will have 3-8k matches in ranked.
With a 43% win ratio you might be making some common mistakes that are hard to identify. Like wrong build, or pushing uncontested points at the wrong time, or making a campfire at the wrong time, etc. People make the game harder than it needs to be. The most common mistake is leaving a point when you should stay put.

You can be better. There is no “im not getting better at this point”, people who make it to legendary aren’t even perfect. You can at least make it to diamond if you improve your rotations/build.
LOL! Yes I meant 2k matches. Fairly noobish compared to many, I know. Good advice here, thanks for taking the time. I think maybe I will switch to more of a team support build. I usually only run an effective 1v1 build so I can defend points against 1 or sometimes 2 players, but I have almost zero ability to buff my team.

Don’t give up so easily theoretically a lot of people that are better then you could move on eventually leaving you with easier competition and with some luck you could get to at least ruby if not farther. We are one week in patience grasshopper. Also make sure you are playing something strong.
