Why is the pvp finisher reward track setup to go through all the finishers I already unlocked while leveling to Rank 80 just to get to the new mord one?

All the reward track finishers are different, the banner that drops is different, took me awhile to notice the difference.

Should have been a prestige rank at 80. :/
I only got it for lore reasons, fits my salad rangrar.
