Penalty for losing on purpose?
People are stupid, selfish and inconsiderate. It will never change, and it’s not a difficult problem to realise. So why isn’t something like this a standard feature for PvP games? Because it’s complex, difficult to visualise without fault and implement, and therefore risks doing wrong for people who are not actually guilty of such acts. This is why - as ANet also push for - we should queue with premades. Unfortunately not everyone can, and not everyone wants to. Unranked and ranked matches are a move to address this, and it’s likely that’s all we’re going to see for a time.
My suggestion: find an active PvP guild and form the best part of a premade when you PvP.

I never experienced that, but I’ve had my share of ragequiters who just wander round if they are discontent for whatever reason. What do you want to do? They are still playing, you can always report them, but what more would you suggest? A ban system would be worse: these poor new players who are just bad but willing to do well will soon be discouraged to queue. You have to accept that you are playing with and against other people, and that some people are just bad sports! What I usually do is I start queuing solo and when I find people I like, I ask them to join my party, and after a few games, voilà! Full premade.
Punish the rank farmers even more!
