Because no game company should ever balance a primarily PvE game around PvP, that’s why. Portal and Moa shouldn’t be removed from the game.
@OP portal range is fine at 5,000 its still incredibly useful. The only change I would like to see is to have the portla exeunt icon greyed out when you are over 5,000 units away. Small change that would allow mesmers to know where is too far.

6 seconds every 76-90 seconds, or less than 10% of the time is it even possible for someone to be moad. Even then though they still have to hit you. Its a very powerful skill but it is not gamebreaking by any means, there are much more dangerous skills to deal with in this game than moa.

considering it kills all of necros minions at once and drains their life force completely. in 1 move. its incredibly op.
It’s not to short you simply can’t place it right on the point will have to run a bit to cover some more distance but it’s still highly effective.
If moa could only be dodged or blocked or losed or launched or stunned or dazed or blinded or distorted or blurred then it wouldn’t be op….oh wait

This, both of those skills are outrageously OP and should be removed from Pvp and Wvw

The range of Portal can’t be changed only why there’s a single (beta) map that force you to run a little still if you use it.
About Moa, it’s still OP (expecially against necromancers, you totally kill them with a single skill, the same problems for them while fighting against engis, and they’re moa last only for 2 seconds). The main problem about Moa is the Chronomancer itself. You have a skill that can moa 2 players for 6 second every 67 seconds. That make it really OP, making your team win a teamfight with 2 fast focus attacks. Just target an enemy (the hardest to kill, for example), moa it, burst it down with no mercy with your team while the time turn back, making you able to use again your best burst combo, focus another enemy and burst him down. if you’re in trouble you can also moa 2 enemies at the same time.
you can also ruin all the game of a warrior, a engi or a necro that use the elite transmutation, making them waste they’re best skill and be killed faster than ever. (and that happen frequently)
With a single skill your totally ruin the game of another player and make him the easier thing to kill of the game.
The skill itself is really strong, one of the best elite skill of the sPvP. If you add that you can use it TWICE, that skill become seriously OP.

If you were to do that moa would go on to a 180 second cooldown (or 144 with Blurred Inscriptions traited). Rendering it unavailable next time your continuum split comes up.
Even continuum split is a 76 second cooldown at the least (not accounting for the occasional bit of alacrity) not 67 seconds. Or 90 seconds untraited for.
Not to mention in order to moa two people you’d have to be up against a group of people where two of them are playing completely mindlessly and not using any sort of mitigation.

Fay (or Pyro) is one of the best mesmers on the forums. He knows what he is talking about.
Continuum Split reverts you back to the state you were in when you cast it when it ends. So if a skill was on cooldown when you started CS then it would be at the same CD when it ends. That means no more than 1 Moa every 76.5 seconds (minus a bit for some alacrity) from a single chronomancer. If they use it again they trigger the full cooldown of 180 seconds outside of CS which means they have no way to reset it and have to wait for it to end. If they use CS again before it ends it also adds another ~4 seconds to the CD since it will revert after CS ends. No good mesmer will use it outside of CS unless its a guaranteed kill that can change the course of the game, because otherwise they are effectively losing out on the next 2 possible uses of the skill.

Yes, of course, we’re just saying you’re overestimating it. Moa has a good lot of counters, so it is pretty unreliable. Plus, for only 6 seconds you have to dodge around, it’s nowhere near what should be considered strong now.

stunned? is mesmer even relevant anymore? they cut alacrity in half, removed well of precognition, cut moa 40%, got rid of the destroyer amulet, got rid of PU, disabled quickness and slow from affecting rez stomp, and a lot of other minor nerfs over the HoT seasons. Every time mesmer sticks it’s head over the wall, the balance team has had no hesitation bopping it back down with a hammer. Last I heard only EU was running mesmer, and for stubbornness at that

First, nobody uses blurred inscriptions due to the traits it shares a spot with and the current meta situation. Therefor, the minimum period in which you could ‘double moa’ someone would be 180 seconds, minus a couple counting for alacrity.
Secondly, Moa shows up on the bar of the mesmer if it’s available. It also has a fairly large animation (though not large enough, it should be more obvious), allowing you to dodge/block/blind/interrupt the cast when it’s used.
Lastly, Moa isn’t even an ‘I win’ button at all. If you’re moaed, you will likely lose a point. However, there’s no need to die. Hit 5 for a long range + long duration evade, then use 3 for another leap to gain distance. Wait out the extra couple of seconds and go back in.
