Procmancer or Corruption?
Would probably be better to ask this in the necro forums but sure.
They are quite similar and kind of do the same thing. The Corruptionmancer is a more solo queue friendly build as it has better sustain with more LF from Soul Marks. But to get that it also gives up some ability to apply pressure. Procmancer is relying a lot more on your teams ability to keep you alive.
Personally I never thought the additional sustain was worth the pressure you lost. Procmancer is more of a gamble but when you actually get a team that can support you, you can be dangerous. This gets more frequent the more you can play with better players. At the same time if you don’t get a team like that it’s even more likely you’ll end up being dead weight for your team. If I feel like most people run around like headless chickens and I can’t team up with someone then I wouldn’t go for Procmancer. That is my reasoning.
In the end it’s all about what you can preform the best with so I don’t think it matters as long as you play the thing that makes you the best you can be.

You will only want to use Procmancer if you are queueing with a support and are playing against a team with supports.
That said you really should just go power. Condi necro is a bunker killer in a meta that has no bunkers.

Is the power build you use on metabattle?
As a PVP only necro main who made 2 of those builds; i would disagree with the above reply in some areas.
First, both builds are situationally better than one another for solo Q. However, neither would be taken at a Pro level competative tournament except maybe a version of corruptionmancer with some changes due to preference. In all honesty the pro meta build is not even on meta battle for necromancer. Both of those builds can be used in solo Q depending on composition of both teams. Both pretty much are boonstrip focused with either an emphasis in power damage or condi damage (look at the runes).
Lastly, the metabuild that would be used at a pro level would be wanderer amulet or deadshot amulet w/ curses trait and soul reaping trait lines. At that level you have some very good support and know how to position yourself on necro to use this build effectively. Power necro most certianly would not be used due to condi necro countering it very easily.
Some exceptions to taking this wanderer amulet build would be: No thieves on opposite team, or a condi rev on the opposite team (if you have a Godlike condi rev named Rev of Boa). The build forces cooldowns very quickly for the other teams support. Personally i like to run a troll version where i take epidemic and wait for the druid to use signet of renewal so i can epidemic his pet.
Might i add, power necro was only made to give solo Q necromancers a better chance. It allows for a necro to 1v1, and be less reliable on pug support teamates. It wouldn’t be viable in a competative match. All the competative necros take condi builds in competative matches.
Deadshot is seriously an amazing condi amulet. Vitality / expertise / condi damage / precision. Literally a trifecta for condi dmg options.
In a solo queue setting, Procmancer is simply a bad build; lacking in sustain and ways of personally building life force are both terrible in an environment where you can’t guarantee proper team support, plus the build relies on being able to flash Shroud, so being poor at building Life Force not only means that you can’t survive well, but it also means that you aren’t even really doing your job. Corruptionmancer is a slower build, sure, but for all the utility and sustain that you get from playing it in comparison it’s the vastly superior build.

From the wording of the OP I’m 99% certain he wasn’t asking about pro-level teams with optimized comps.
For what he is asking he is straight better off with BB power necro, or at the very least corruptionmancer.
