Punishment for leaving ranked

ANet already said they are reintroducing the Dishonor system. We’ll have to wait and see how that works out.

Why is it so hard to punish people leaving ranked matches? It’s annoying for both teams if someone on one team decides he can no longer play because his mom called, the ice cream truck is coming or anything else like this.
Just take a look at counterstrike and copy their system.
for GW2
- you have a disconnect, you have 2 minutes to rejoin the game.
- if you don’t rejoin the game in this 2 minutes you get a ban that stacks if you keep leaving games early1st time (in a week): 1 day no ranked for you
2nd time (in a week) 3 days no ranked for you
3rd time (in a week) no ranked for you this and the coming weekIt’s so easy and it would at least make those stupid 4v5, 3v5 matches less likely
Well, thing is a lot of times the player doing the leaving is already punished, if you punish him anymore he will leave the game entirely or take a long break, if enough people take such breaks or leave entirely, then you and yours become affected as well (for example, see the queue QQ threads on this forum).
So the real question is WHY did that player leave. Was it a legit IRL reason, which on rare occasion happens, was it because all of a sudden his/her dungeon group logged on and he/she prioritizes that ?
Or perhaps was it because he/she is sick and tired of flawed solo vs PMs ? In which case the blame is on the PMs and the devs. Devs should never allow PMs vs solo players, and solo players that get sick and tired of this B S should never be punished as they are already punished enough.
In fact, its the PMs that should be punished as they are the primary cause of this issue in the 1st place.
