Why aren’t traits and weapons separate anymore?
When you change your traits and weapons through the PvP build UI, it also changes your Hero Panel’s traits and weapons.

Though I guess it’s not catastrophic, it’s still a big inconvenience for players who play both game types regularly, with different builds. Especially until I get used to the new trait UI.

Is this intended in the first place?

Only weapons are shared, traits are still separated.

Are you sure it works that way for you?
Because when I change my traits from the hero panel, it also changes in the PvP build UI and vice versa.

I haven’t tried it in the reverse, but when I change my PvP build in the heart of the mists it does not change my PvE build.
