So the read on the removal of pvp has me a bit confused. The one vendor will remain. But what will happen to the rest? I know one of them sells Tomes of Knowledge, will there be a different way to receive them? Or are they going to be gone all together?

The vendor will still be there, but you won’t be able to gain more glory after the update.
They will probably add a new verdor or mechanic to get the Tomes but that we need to wait to see.
