There is a contradiction. The visible rating system would show that rank 15 player being better than that rank 55 player. And if there is a rating-dependant skin, well.
Skins also do not mean much. They are some nice incentive though.
And about the Mix Up. I know enough people from PvP who enjoy PvE. Why not have at least a bit for them from the reward system ?
Also, it may have PvE players interested into PvP making the community larger ( what we need a lot right now too ).

Never saw a rank 15 player which was better than a r45+ players. Sorry thats just a excuse from low levelers. However a ladder helps these r15er to show that they are better than higher ranked players. You are afraid that someone sees your ranking? Than play hot join.
We dont need anymore glory vendors we need benefits when one have a winning streak.

Rating is skill based where rank is just time played. Showing rating is vital.

You should be rewarded for playing the game, wether its pvp or pve. People should not be discriminated against becuse they prefer to play the game differently than someone else. MMO Design 101.
id suggest increasing the rank points you gain if your rating is high.
Let’s say #1 world would gain 150% rank points and #worstworld 100% rank points. Everyone else could be between those numbers
