Question about Mesmers and Diversion
As far as I know, it’s impossible to daze, stun or fear a downed opponent. Skills that launch them (not sure if some knockback-skills work too) will move them away, but I think it doesn’t actually prevent them from using skills immediately afterwards either. You can also blind them to make them miss their skills. And of course, any direct damage (meaning damage not from conditions) stops the channeling of the number 4 skill.
You'll see the interrupt text but it does nothing. As far as I know, it’s impossible to daze, stun or fear a downed opponent. I never really understood ANets balancing philosophy behind not letting us daze/interrupt downed enemies. It is one of the major reasons why downstates are so incredibly imbalanced, imo.
I’m pretty sure dazes/stuns do interrupt downed enemies. Just don’t apply the effect afterward.

when it comes to Mesmers skills, Anet doesn’t need an explanation or logic. Look at the GM trait Power Block, thieves (and future Revenants) are completely invulnerable and apparently that’s ok.

Except revenant weapon and heals have cast times and cooldowns so they aren’t actually immune to it afaik, only a few utilities right? I’d say that’s a massive difference from thief being immune to it on their weapon (damaging) skills,

You will get the word “Interupt” appear but it will not stop their actions, this allows you to benefit from “on Interupt” traits BUT allows them to still use their downstate skills (imagine how easy it would be to get any stomp if this wasn’t the case).

Hmm. Pretty sure I’ve successfully interrupted Hammer Toss and a few others.

Only SOME of their utilities have no CD. Their damage ones (unlike thief, and the thinfs thst matter most) do have cooldowns. Revenant weapon attains have both a cost and cooldown, it’s just not very long.

You haven’t (something else may have prevented the knockdown), you get the word “Interupt” you get Halting Strike damage but you do not stop the skill (unless you rupted with a blow out).

SOME? only 1 Utility has a CD.

So far, but regardless, its weapon skills that (typically) kill you. If I had to vote on it affecting weapon skills or utilities more, I’d personally vote Weapon skills. :P Of course, both might be best, but if I had to chose.
