Are all stats the same (depending on your class), or can you still change your stats, however the stat values always stay the same?

in sPvP, everyone has base
1000 power
1000 precision
1000 toughness
1000 vitality
0 healing power
0 condition damage
0 ferocity
150% base critical damage
4% base critical chance to hit with base precision score of 1000
0 expertise
0 concentration

the total stats change depending on what sPvP and runes we equip .
