Hmm, just found them as well. They look like they’re just leftovers. There’s a rank 10 glory vendor on the other side of the mists (on flight of stairs above the rank1 vendor) that works fine.

Maybe that npc exists for reason… I want to see that “improved glory system”.

Maybe we should start theorizing and forming hypothesizes to determine why he is there?

Maybe that npc will be usable after incoming pvp updates? Well, so what would be differences between rank10 and rank11 vendors? Only someone from Anet can know that.

It is just scraps from the beta.

In beta rank was how it was in gw1, or close to it. 1-15 or so were the ranks. They just haven’t seemed to remove that npc yet.
