Reaper: Blighter's Boon needs an ICD
Well reaper needs insane sustain because they don’t have good stability and they can’t out run enemy zerg.

The issue is an ICD would completely destroy the trait unless they massively increased the actual amount of life force or healing you gained. Then instead of being a tool that is used largely in synergy with boon poppers such as guardians/eles/mesmers it will instead become a (gain healing every x seconds) trait with no synergy in a team fight. Which is what seems to be blighters boon’s purpose.
Other than that. The reaper in a 1v1 only makes use of this trait if they bring methods of providing multiple stacks of boons to themselves. Which means there trait and utility choices are largely predetermined. So a specific build will be using this when there build for 1v1s. Its more likely they will be built for team fighting. Which means this trait addresses one of the biggest issues that necros in general have. “Weakness to focus”.
Then we have the second factor. Reaper is very easily kited or negated. Due to the nature of its damage output as well as its mobility speed. Reaper damage can quite easily be negated by blinds or blocks. Meaning that the reaper itself has to be built for the long haul. As it will have to slowly grind through active defense before it can begind doing damage. Blighters boon enables it to do this. An ICD would prevent this from happening. ESPECIALLY in a team fight.
I honestly believe the reaper is quite fairly balanced at the moment. As it has limited chase capability. Yet is highly reliant on melee combat. Those two factors go a long way towards justifying there high recovery rate.

Yeah the issue with blighter’s boon is that it is overly dependent on its team comp for boons, since without spite, reaper has very few self boons, and taking spite means dropping curses, which means dropping a condi transfer, boon corruption, and weakness, the unique debuffs that people bring necros in the first place for.
The only way I could accept having an ICD for this trait would be if it gave 3 or 4% life force per boon, and 300ish healing per boon, and thats only if a 1 or 2 second ICD was given. In its current state, with its current numbers, its perfectly balanced and probably the only aspect of reaper that isn’t a bit on the weak side.
I believe the reason this trait wasn’t given an ICD is because they wanted it to provide scaling defenses/sustain to the reaper. Base necromancer has poor scaling defenses, and being able to benefit defenseively from boons in a teamfight addresses that, while the sustain it gives in 1v1 isn’t that much at all even with spite, as it heals less than half of a warriors heal signet when autoattacking to proc reaper’s might, and the heal scales terribly with healing power (133 with soldiers, 139 with celestial..). And in general, blighter’s boon is the only real reason you’d even ever want to take reaper in the first place, given how bad the GS is, and how weak the RS skills hit for, even if the stability is useful.
Also in general, reaper has kind of poor damage in reaper shroud. Just autoattacking, you do more overall damage with dhuumfire in a soldiers build with ZERO CONDI DAMAGE, aside from might, then you do with a soldier’s build with death perception. That should tell you something about how weak the skills hit for.

I am curious what this magic build is… Reaper is awesome and I am going to return to the game specifically because of it but it is still pretty hit and miss, you have to spec very specifically to keep Blighter’s Boon reliable. Maybe if it was easier to apply chill it would be a different story.
Our potential for damage and sustain is massive… if we are being ignored.
